Nonprofit Reform Legislation

Senator Grassley (R-IA), the most vocal supporter of nonprofit reform legislation, now says there is little chance of a comprehensive bill this year. Instead, it is likely that some nonprofit reforms will be included piece-meal in other bills. The issues most likely to move include revenue-raising provisions concerning donor advised funds, credit counseling organizations, type III supporting organizations, and tax shelters.

Hearing on Rebuilding Communities Held Sept. 28

The Senate Finance Committee held a hearing on "Hurricane Katrina: Community Rebuilding Needs and Effectiveness of Past Proposals." Chairman Grassley (R-IA) outlined a strategy of tax and other business incentives to help rebuild the economies of the affected region. Governors of Louisiana, Mississippi, and Alabama testified on the needs of their individual states and generally supported Grassley’s proposals. Expert tax witnesses warned the committee not to overestimate the impact of tax incentives. Diana Aviv of Independent Sector, the only witness representing nonprofit sector, recommended expanding some social programs to include Katrina victims and ensuring that local communities have some control over the rebuilding efforts.
